Restore Blue
Global mitigation intelligence that directs developers to the most effective net‑gain actions.
UN Sustainable Development Goals
Restore Blue is an early‑stage marine technology company providing an AI‑powered platform for nature‑inclusive offshore and coastal development. It helps offshore developers—especially in the fast‑growing wind sector—reduce risk, accelerate revenue, and meet tightening biodiversity requirements. At its core is an intelligent matchmaking engine that pairs project needs with optimal Nature‑Inclusive Design solutions, replacing manual consultancy with scalable, data‑driven software.

Problem

Biodiversity obligations are rapidly expanding across the marine space, from the EU Nature Restoration Regulation and NZIA criteria to emerging Marine Net Gain requirements in the UK and Ireland. With details still undefined, developers lack clarity on whether ecological enhancement will be mandatory or merely aspirational. As a result, engineering teams default to basic, easily defensible mitigation — the first steps of the hierarchy — rather than proactive restoration.

Solution

Traditional consultancies often default to familiar regional or technological solutions, limiting the range of options they recommend. Restore Blue overcomes this bias by aggregating global mitigation measures into a single searchable platform covering 200+ technologies, 100 pilot projects, and 300 regulations across 25+ countries. It identifies the full set of enhancement opportunities needed to achieve net gain, including ecosystem‑restoration interventions, and provides case evidence to guide developers toward the most effective pathways.

Restore Blue Impact Overview

Restore Blue’s theory of change starts with strong inputs: proprietary databases covering 200+ technologies, 100+ projects, and 300+ regulations across 25+ countries, supported by an expert team and 70+ supplier partnerships. These foundations enable systematic curation and validation of nature‑inclusive technologies, continuous regulatory horizon scanning, development of a robust solution‑matching model, an earth‑observation data pipeline, and a regulation‑synced AI reporting engine. Paid pilots and primary marine research further refine the evidence base.

These activities generate practical outputs for developers and regulators: curated shortlists of site‑matched technologies, auto‑generated specification reports with 50+ data points, a validated policy knowledge centre, an interactive global project map, client dashboards, and published research that strengthens national evidence. Together, these tools make nature‑inclusive design easier to identify, justify, and specify.
Outcomes are tracked through deployed interventions and consenting submissions that incorporate Restore Blue outputs. Ultimately, this enables more proactive, restorative, evidence‑based environmental management and clearer pathways to net gain.

Impact KPIs

Impact Measurement & Management (IMM) Status
ORANGE

Restore Blue is gathering metrics to define its KPI targets.

KPI 1
Nature-inclusive interventions specified through the platform that reach physical deployment.
KPI 2
Consenting submissions incorporating a Restore Blue output. Counted by project, with associated capacity (MW), cable length or port area recorded.
